John is a partner in HKL and Associates Ltd. Their services have included advice to governments and international organizations on fiscal and monetary policy, on alternative structural adjustment programs to those promoted by the IMF and World Bank, on health policy and programs, and on community economic development policy.

Consulting services have also been provided through HKL to Aboriginal organizations on economic development, child welfare, governance and education and to trade unions on a variety of fiscal and economic policy issues and, especially, on public-private partnerships.
